TITLE: Local and Regional Procurement Program Manager – Fish Town (River Gee County Office)

CHILD SAFEGUARDING:

Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

Save the Children are beginning a new five-year project under USDA for the McGovern Dole Food for Education and Children Nutrition Program in Liberia. The position of Local Regional Procurement (LRP) Program Manager will report directly to the Commodities Director and will be responsible for the direct oversight and project implementation of all LRP activities, warehouse, transportation, and procurement for LRP commodity management of this program. The LRP Manager will be responsible for directing LRP activities in River Gee and Grand Gedah counties including the procurement and distribution of commodities, training of farming cooperatives in improved agricultural techniques and set up and oversight of village savings and loans associations (VSLAs).

The project is designed to align closely with the current objectives of the Liberian government. Specifically, the project goals will work with the government by initiating a school-feeding policy where partners must adhere to the planning, implementation and management of the National School Feeding Program. There are also strong linkages to the school garden component in country, which encourages the Home-Grown School Feeding Program.

KEY AREAS OF ACCOUNTABILITY:

Strengthen local market systems in River Gee and Grand Gedeh to build the value chain of a locally sourced, processed, and fortified cassava product, Power Gari. LEARN II’s LRP Manager will train cassava cooperatives on topics such as soil preparation, planting, post-harvest handling, storage, and business skills. Conducted a thorough market impact analysis to determine that the commodity/Power Gari will not adversely affect commercial markets or domestic production

Set up of processes for efficient management of LRP food items including distribution, post distribution monitoring following Save the Children’s standards and troubleshoot to fix any issues when necessary Management and coordination of LRP commodity logistics Manage relationship with LRP partner and ensure timely completion of their activities Provide training to agricultural training to farming cooperatives and VSLA training to parent teacher associations Provide technical oversight and training to LEARN II field staff on aspects of the LRP component of this project Determine and periodically assess transport needs for delivery of commodities to secondary warehouses and/or final distribution points, including modes of transport and identification of primary and secondary transporter, where applicable. Support the development of the commodity pipeline, monitor the burn rate, and forecast commodity requirements by providing timely information Submit accurate and timely reports and work plans to the Commodity Director, M&E team, and Chief of Party. QUALIFICATIONS AND EXPERIENCE

Bachelors’ Degree in agronomy, food agribusiness, Business Administration, Logistics Management, or related field Minimum of five years’ experience in Agribusiness development, Commodity Management or Logistics Experience with USAID or USDA programming Prior experience in commodity management and logistics coordination specific to food goods in the NGO sector Proven experience in all technical areas of training small scale farming cooperatives and setting up village saving and loans association Experience of working in remote field bases with limited infrastructure Ability to build relationships quickly with a wide range of people, both internally and externally Strong written and spoken communication and interpersonal skills in English Strong competency in data management, budgeting and use of Microsoft products Strong planning, management, and coordination skills, with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities Cultural awareness, with strong written and spoken communication and interpersonal skills in English Desirable Technical experience/training in specific areas of Home-Grown school feeding, food safety, food production and processing.
