RESPONSIBILITIES

You will work with the Country Director to provide leadership to the development and maintenance of the program’s strategy for the mission.

You will ensure the overall implementation of the operational strategy of the mission and follow-up the quality of the programs, and develop new project proposals in line with the mission strategy

More precisely your missions will be to :

– Ensure coordination and implementation of existing programs and operational management in line with country strategy

– Coordinate the strategic development of new programmatic approaches including proposals in line with emerging needs but also mission strategy

– People development and management

– Manage the Program Team

– Represent and liaise with donors, authorities, local organizations, UN, NGOs on operational strategy and program-related issues

– Represent Country Director when and as required

REQUESTED PROFILE

– A Master’ s degree in development / humanitarian aid, international relations or a field relevant fields (preferred)

– A minimum of 5 years of experience in the field leading development and humanitarian programs portfolio in one or more challenging context in developing countries

– Experience with all stages of project cycle management including participatory tools and methodologies for assessment, programs identification, implementation, monitoring, evaluation and learning

– Strong representation experience (coordination groups, in facilitating partnerships, and in maintaining/brokering new donor relationships)

– Strategic planning and program design and development

– Knowledge of the main donors, including policies and requirements, in both development and humanitarian contexts

– Knowledge of at least one main ACF sectors of intervention: WASH, FSL, MHCP and nutrition (preferred)

– Experience in mainstreaming gender across different sectorial programs (preferred)

– Strong leadership and management experience, ideally in a complex international setting

– Excellent personal and communication skills

– Ability to build strong relationships with international, local NGOs, government and donors

– Ability to adjust to constantly changing situations while maintaining focus on delivery and follow-through

– Strong analytical and conceptual thinking; able to understand complex issues and translate them into simple, workable actions and plans

– Fluency in written and spoken English

– Arabic and/or French would be considered as an asset

SPECIFIC CONDITIONS / SALARY

– 6 months fixed term contract under French legislation

– Monthly gross salary from 2 735 to 3 185EUR upon experience

– Monthly per diem and living allowance: 259 USD + 328 USD net, field paid

– Monthly country allowance: 300EUR

– + 16% of the gross monthly salary for pension insurance reimbursement for non-French citizens

– Transportation and accommodation: Coverage of transportation costs and guest house

– Medical coverage: 100% coverage of medical expenses and repatriation insurance

– Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year and 215 EUR at each RnR period
