Introduction

Norwegian Refugee Council (NRC) is an international Non-Governmental Organisation, providing humanitarian and development assistance to displaced persons globally. It is headquartered at Oslo, Norway and has regional office in many parts of the globe. The East African and Yemen Regional office is based in Nairobi (Lavington) oversees the implementation of NRC project activities in Kenya, Uganda, Tanzania, Ethiopia, Eritrea, Djibouti and Yemen. The Kenya operation is coordinated from a country office based in Nairobi under the leadership of a Country Director. There are two field offices one based in Dadaab Refugee Camp and the other in Kakuma Refugee Camp being led by Area Managers. NRC implements Water, Sanitation and Hygiene promotion (WASH), Livelihood and Food Security –LFS, Education. Under the WASH project in Kakuma NRC has received funding from WSTF, UNHCR and ECHO to provide WASH services in Kakuma refugee camp and Kalobeyei settlement. NRC made its presence in Kenya in 2004 and in Kakuma in 2012 as an operating partner. In 2014 UNHCR gave mandate to NRC to implement Sanitation component in Kakuma 4 and in January 2015 UNHCR gave NRC the full mandate to be the lead WASH implementing partner for UNHCR in Kakuma and Kalobeyei, however during the UNHCR partners selection for 2021 operations NRC was mandated to undertake the Water Supply Component only both at Kakuma and Kalobeyei.

Norwegian Refugee Council is planning to undertake a detailed topographical survey, hydrological survey and Engineering Design of its water network within Kakuma and Kalobeyei Refugee camps.

Both Kakuma and Kalobeyei Refugee camps are in Turkana West Sub County, in Northern Kenya around 730 km from Nairobi. Due to the increasing number of refugees in the camps as observed over the past years, there has been a constant increase in need for provision of water services to meet this rising demand. NRC has just concluded the topographical survey of the two camps and is calling for expression of interest from individual consultants/firms to undertake engineering design and Hydraulic modelling of the Water Reticulation system based on the existing survey data/drawings.

1.0 PURPOSE

The main objective of the consultancy is to undertake Engineering design and Hydraulic Modelling of the water supply System within the two camps. The consultant will use the existing Topographical survey data Design the network and advice the client on the best system configuration to improve on the efficiency of the network.

The specific objectives of this assignment are:

Ø Conduct an assessment of the community per capita water consumption in order to establish the demand for a period of more than twenty (20) years.

Ø Mapping out of key institutions with corresponding water demand, supply and the existing gaps (this data is already available and will be availed to the consultant).

Ø Produce a water supply system of Kakuma and Kalobeyei town in a workable scale showing the corresponding profiles of the proposed pipe network (Note: the existing network has already been produced)

Ø Conduct Hydraulic modelling of all the pipeline using EPANET

Ø Deliver both the soft and hard copies of the data and designs to the client for validation during a workshop by the Relevant Stakeholders

2. Proposed methodology

Conduct a Demand visa vee the supply from the Existing Demographic and Borehole data. Undertake a system review for more economical Pipeline routing options with energy conservation in considerations. Simulation of the flows using Epanet. Production and submission of Design report in both Soft and hard Copies 5. Reporting

The outputs should be on the correct format as described under item 7 (Deliverables). The Data will be delivered in softcopy.

6. Time Frame

The assignment is expected to last 60 days and the time estimates for the various components are as follows:

• Preliminary Survey/desk study – 10 Days

• Field Survey– 15 days

Design work -25 days

• Presentations and final reporting – 10 days

The above stated durations are to be understood as guidance and it is the responsibility of the Consultant to establish a detailed work program within the above time estimates. The estimated staff time inputs should be provided in accordance with the Consultant’s professional judgment and knowledge of the local conditions and needs.

7. Deliverables

The Consultant will prepare:

i) Detailed Pipeline Layout showing the proposed network in AutoCAD/CIVIL 3D readable Format

ii) Pipeline Profiles for the proposed network in AutoCAD/CIVIL 3D readable Format

iii) Civil reports of the proposed Networks in excel sheets

iv) Executable Epanet files of the proposed networks

v) The Design Report

These deliverables are to be:

i) Prepared in English only.

ii) Submitted to NRC

Programme of Works

The Consultant will prepare a schedule of activities in Microsoft Project Readable format and share with NRC.

8. Qualifications and required competencies

i) Bsc. in Civil/Water Engineering

ii) Proven competency in water supply reticulation system Design and Modelling through application of Epanet and other water supply related softwares

The Consultant will be required to submit the following: –

i) A detailed methodology to be used to carry out the works.

ii) Detailed programme of works in Microsoft Project readable format

iii) Detailed price proposal for the consultancy (Inclusive of all taxes and WHT)

iv) CV

v) Copy of the National identification card

vi) Copy of KRA PIN & Valid Compliance Certificate

9. Costs and payments

i) The Consultant will take care of their costs of executing the works in Kakuma as described in the TOR (This should be inclusive in the proposal)

ii) The Consultant shall be paid upon successful completion and approval of the reports by WASH Coordinator, NRC Kakuma.
