ORGANIZATIONAL BACKGROUND

Adeso is an expanding and vibrant African based international development and humanitarian organization. For the past 30 years we have strengthened rural livelihoods through environmental awareness, training, technology transfer and innovative humanitarian projects in pursuit of a peaceful, self-reliant, and greener future. Currently, Adeso has programs in Somalia along with global programs to decolonize and transform the humanitarian and development aid architecture.

PROJECT SUMMARY

Adeso is implementing a two-year Climate Action and Habitat Restoration (CAHR) program in Somalia’s Sool and Sanaag Regions that will consolidate achievements and build on previous efforts of Phases I–III of the Sustainable Coastal Restoration and Development for Somalia project in partnership with the Leonardo DiCaprio Foundation. While program activities of the previous phases have positively impacted communities and the environment, climate change-induced disasters continue to threaten coastal communities in Northern Somalia. This program seeks to strengthen resilience of coastal communities to mitigate and build adaptive capacity to climate change based on the following theory of change: IF coastal restoration and environmental conservation is improved and IF communities are supported in diversifying their livelihoods THEN community resilience is strengthened in adapting to and mitigating climate change in a sustainable way.

The project seeks to realize this goal through the following strategies:

Enhancing community resilience to respond to and mitigate climate-induced crises and strengthen adaptive capacity through livelihood diversification

Scaling community-led climate action and habitat restoration at the coastal belt to counter negative coping strategies and raise awareness on conservation issues

Promoting community ownership of conservation efforts and engaging with private sector to promote environmental conservation

Core activities under this program will focus on promoting coastal restoration through:

Establishing a mangrove nursery and co-creating sustainability plans for community-led conservation initiatives;

Strengthening coastal livelihoods and adaptive capacity to climate change for existing fishers and farmers’ association;

Identifying and providing training to fill existing gaps on climate change adaptation;

Scaling environmental awareness campaigns and

Promoting community ownership and private sector involvement in community conservation efforts and disaster preparedness.

BACKGROUND FOR CONSULTANCY

Adeso is looking for a Climate Change, Adaptation & Mitigation Consultant with extensive knowledge and experience on interdisciplinary climate change planning, preferably in Somalia, and has experience delivering training on climate mitigation and resilience.

S/He will enhance community resilience to respond to and mitigate climate-induced crises and strengthen adaptive capacity through livelihood diversification for its climate change adaptation and mitigation program in the coastal areas of Sanaag region of Puntland state of Somalia.

Primary duties include:

● Design and conduct two, 2-day trainings for the coastal communities of Laskoray and Durduri in the Sanaag Region of Puntland. The trainings should be designed for Fisheries Associations, Farmers and Mangrove Associations.

● Prepare training materials and produce a comprehensive post-training report.

● Support the development of new activities to complement previous coastal restoration and climate resilience projects by identifying new activities based on needs of target communities. Activities proposed must have a livelihoods component and focus on previously supported coastal communities and peripheral towns.

EXPECTED DELIVERABLES

The Climate Change Adaptation & Mitigation Consultant is expected to deliver the following:

Support fishing and farming communities in the project’s target sites (Lasqooray and Durduri) on the development of sustainability plans and practical climate mitigation and coping strategies. 2-day training should include: ● Practical ways to mainstream gender in climate change strategies;

● Practical ways to enhance resilience to climate shocks for fishing, farming and mangrove associations.

● Develop climate action plans in target communities to improve habitat restoration at the coastal belt and counter negative coping strategies

● Improve community understanding of the topics of adaptation and climate resilience.

● Improve community preparedness for disaster response.

● Improve community’s resilience to respond to and mitigate climate-induced crises and strengthen adaptive capacity through livelihood diversification training.

2.Conduct Interviews

● Identifying gaps in existing climate change mitigation strategies in target towns (Lasqooray and Durduri) through conducting focus group interviews with fishing and farming communities

● Identify and analyze coastal communities’ needs and gaps

3.Final Report: Produce a well written and comprehensive report (in English) which outlines:

● Explaining the trainings that were conducted and including all materials;

● Identifies and analyzes gaps and needs in climate change mitigation strategies that were discovered through trainings and interviews. This is with a focus to support future program development efforts for integrated livelihoods & coastal restoration programming.

● Key takeaways from the community developed climate action plans on habitat restoration (sustainability plans).

● Identify other areas and Ideas for Adeso for future programming.

● Recommendations for representatives from the Puntland Ministry of Environmental and Wildlife Conservation on practical ways to enhance community resilience to climate shocks (to complement ongoing government efforts).

Consultancy Period

The consultancy employment period is for nine (9) days. The consultant will work closely with the Adeso Program Field Team and Program Manager and will submit and share progress of training activities as agreed. The proposed schedule is as follows:

REQUIRED QUALIFICATIONS

Bachelor’s Degree in Environmental Science; Agriculture, or related fields. Minimum 3 years’ experience in conducting climate change adaptation and mitigation related training (experience with coastal/mangrove restoration and marine resource management is a significant plus). Strong knowledge of climate science, climate adaptation and mitigation strategies, and land carbon sequestration processes. Strong experience in providing field level training. Demonstrated experience with creating strategic plans, climate action plans, or similar environmental or sustainability plans for NGOs or government agencies. Ability to work independently and under strict time constraints A qualified Somalia National is highly preferred
